The Regulation on the Visit Visa for Tourism Purposes (Ministerial Decision 2344 of 1444H, Ministry of Tourism) creates the obligation at issue: Article 2 requires anyone entering the Kingdom for tourism to hold a valid visa unless entry does not require one, Article 3 fixes the stay durations, Article 4 establishes the visa-on-arrival/e-visa routes and delegates the eligible-country list to the official platform, and Article 6 states the default for non-listed nationalities.
The Economic Agreement between the GCC States binds Saudi Arabia to accord citizens of the GCC member states (Bahrain, Kuwait, Oman, Qatar, UAE) the same treatment as its own nationals for movement and residence; Saudi nationals enter the Kingdom without a visa, so GCC citizens' entry does not require one — which the Tourist Visa Regulation Article 2 accommodates by requiring a visa 'unless his entry does not require it'.
