Aevamo’s reading
Article premier of Décret n° 68-198 du 22 juin 1968 creates the obligation itself — 'L'étranger ne peut entrer en Tunisie que s'il est porteur d'un passeport national ... et après avoir obtenu un visa de transit ou d'entrée' — and article 2 routes the exemption through visa-suppression conventions. The MFA table and embassy list only record which states the exemption reaches; the decree is the instrument that imposes the requirement.
The Tunisian Embassy in Berlin's visa page enumerates the states exempt from entry-visa formalities and names Jordan, Mexico and New Zealand among them; the MFA's December 2023 table is older on these three entries and the embassy's current consular list governs.

What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
