The consolidated Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam is the statute that imposes the visa requirement on foreigners entering Vietnam (Điều 20) and that authorises the Government to grant unilateral visa exemptions (Điều 13) and to decide the e-visa country list (Điều 19a); the resolutions and bilateral agreements are grants made under it.
Điều 20 of the Law on Entry, Exit, Transit and Residence of Foreigners states the general entry condition: a foreigner must hold a passport and a visa, unless exempted under the Law; because none of these issuers appears on any visa-exemption list held, the visa requirement applies to them.
