Aevamo’s reading

Sovereign Ordinance n° 3.153 of 19 March 1964 is the Monégasque instrument that creates the entry obligation: Article 1 requires every foreigner entering the Principality to hold the passport, visas and authorisations that permit access to France, which is what imports the French/Schengen visa regime into Monaco. The government page and the EU regulation describe or supply that regime but do not create Monaco's obligation.

Nauru appears in Annex II only with the note making its exemption conditional on the entry into force of an EU visa waiver agreement; the EUR-Lex visa waiver agreements summary lists every such agreement and Nauru is absent from it, so the condition has not been met and Nauruans remain subject to the Schengen visa requirement for Monaco.
