ARTÍCULO 1°.- Exímese del requisito de visación consular argentina a los nacionales de los países miembros de la Organización para la Cooperación y el Desarrollo Económico (OCDE), titulares de pasaportes ordinarios emitidos por el país de su nacionalidad, o de documentos hábiles de viaje conforme la normativa regional vigente, cuando su ingreso al país se efectúe con carácter transitorio y por un plazo de hasta NOVENTA (90) días, en los términos del artículo 24 de la Ley N° 25.871 y sus modificatorias, y siempre que los motivos del ingreso involucren:
a) La realización de cualquier actividad no remunerada, o
b) La realización como actividad habitual de negocios o gestiones comerciales o económicas, por cuenta, riesgo o capital propio o con una participación en empresas o personas jurídicas que realicen aquella actividad, o en representación de éstas, conforme lo dispuesto en el artículo 1° de la Disposición N° 1171 del 29 de junio de 2010 de la DIRECCIÓN NACIONAL DE MIGRACIONES y sus modificatorias.

Decreto 616/2010 is the Reglamento de la Ley de Migraciones 25.871 that establishes the admission categories, the tourist subcategory and its stay period, and the framework under which all consular-visa exemptions operate; the exemption resolutions (189/1995, 137-E/2017, 316/2025, 353/2025) carve visa-free entries out of that framework.
Resolución 137-E/2017 art. 1 exempts nationals of OECD member states holding ordinary passports from the Argentine consular visa for transitory entry of up to 90 days; each issuer in this row is an OECD member, so the class rule reaches them.
