2.1 Holders of diplomatic, service, or ordinary passports from Rwanda and Malaysia are granted visa-free entry into Somalia.

The implementing regulation of the Immigration Law (Sharci Lr. 006 of March 2023), issued by the Ministry of Interior Security, creates the obligation: Article 12(1) states a foreigner may enter or stay only on holding one of the listed entry clearances, and Article 13(3) sets the stay cap. The AIC operationalises this obligation through the eTAS system rather than creating it.
The AIC expressly grants nationals of Rwanda and Malaysia visa-free entry, so no advance authorisation is needed and they may arrive at the border without a visa.
