Law No. 76 of 2017 is the primary statute that creates the obligation: article 3 makes a valid entry visa a condition of entering Iraq for every foreigner, and articles 5-7 vest the issue of entry visas in the General Residence Directorate. The e-visa requirement and the visa-on-arrival arrangements are subordinate decisions made under this law.

The Embassy of Iraq in Kuala Lumpur announces the Interior Ministry's approval granting Malaysian passport holders a visit-type entry visa at air and land border crossings effective 11 September 2024; that is the visa-on-arrival entitlement for MYS.
