Regulations 15B and 15G, made under section 59 of the Kenya Citizenship and Immigration Act, impose the Electronic Travel Authorization requirement on every person travelling into Kenya and define — through the Seventeenth Schedule — the only categories exempt from it; this is the instrument that creates the obligation, not a description of one created elsewhere.
Item 4 of the Seventeenth Schedule lists exactly the nationalities in this row and exempts them from the eTA for a stay not exceeding ninety days, so they need no advance authorisation and may stay up to 90 days.
