تسدد قيمة رسوم السمات عند المعابر الحدودية أو المطارات في سوريا، ويعتبر نافذًا اعتبارًا من 6 من تموز. قسم القرار الدول إلى 11 مجموعة لاستيفاء رسوم الدخول تضم الأولى لبنان، الأردن، ماليزيا، موريتانيا، وليست بحاجة لرسوم، فيما يدخل حاملو الجنسية الصربية مجانًا إلى سوريا.

Law No. 2 of 2014 Article 2 creates the obligation that every person entering Syria must hold a passport bearing a Syrian-issued entry visa, and Article 7 authorises the Interior Minister to exempt anyone; Decision No. 128 of 2025 exercises that authority by fixing the visa fees and the fee-exempt nationalities.

Enab Baladi's report of Decision 128 — which it says it obtained a copy of — places Jordan, Malaysia and Mauritania in the first of the decision's eleven groups, which 'needs no fees' (وليست بحاجة لرسوم) and whose nationals 'enter free of charge' (يدخلون مجانًا), so no advance authorisation is required for these three issuers.
