All Visas listed in these regulations may be issued upon Entry. … A Tourist Visa may be issued to an Alien who is visiting Palau for recreation and not to perform work. A Tourist Visa may be issued for up to 30 days, and may be extended for two additional 30 day periods.

Aevamo’s reading

Title 13 §1002 imposes the entry-permit obligation ('No person, vessel or aircraft, unless specifically exempted by applicable law and regulations, shall enter the Republic without having been issued an appropriate entry permit'). The visa-waiver list, the flagged-country notice and the tourist-visa rule all operate as the exemptions and implementing regulations this statute contemplates.

The Immigration Regulations make every visa in the regulations issuable at the border and create the Tourist Visa for any alien visiting for recreation for up to 30 days, so a national who is on no visa-waiver or flagged-country list may simply arrive and be issued the 30-day tourist visa on the spot.
