Article 27 of Law No. 105-Z imposes the visa requirement on aliens entering Belarus ('при наличии визы, если иное не определено настоящим Законом, иными законодательными актами и международными договорами Республики Беларусь'), and Article 39 caps visa-free stays at 90 days per calendar year; the exemptions operate as exceptions to this statutory default.
The official portal's list of intergovernmental visa-free agreements names Mongolia with a stay of up to 90 days.
