Aevamo’s reading
The Republic of Guinea-Bissau's designated Electronic Visa Application System is the state-designated channel of the Serviço de Migração e Fronteiras and states the operative entry rule — 'a biometric visa is required to enter Guinea Bissau' — and that the single-entry biometric visa is 'issued only on arrival at Guinea Bissau International Airport' for stays of up to 90 days. The underlying national decree (Decreto-Lei n.º 1/92, named in the IOM migration profile) is not published online, so this portal is the migration authority's own current statement of the requirement it administers.
The ECOWAS Commission press statement of 29 January 2025, addressed to all relevant authorities within and outside ECOWAS Member States, directs that citizens of Burkina Faso, Mali and Niger continue to enjoy ECOWAS-protocol visa-free movement in member states until further notice, so they enter Guinea-Bissau free of visa requirements.

What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
