"visa nationals" are the persons who need a visa for the Bailiwick of Guernsey being the foreign nationals, Commonwealth citizens, stateless persons and other holders of non-national documents specified from time to time in the Appendix to the United Kingdom Statement of Changes in Immigration Rules. "Non-visa nationals" are persons who are not specified in that Appendix … The following must produce to the Immigration Officer a valid passport or other identity document endorsed with an entry clearance issued to him for the purpose for which he seeks entry … (i) a visa national … Such a person will be refused leave to enter if he has no such current entry clearance. … A person seeking leave to enter the Bailiwick of Guernsey as a General Visitor may be admitted for a period not exceeding 6 months, subject to a condition prohibiting employment, study and recourse to public funds, provided the Immigration Officer is satisfied that each of the requirements of paragraph 41 is met.

The Immigration (Bailiwick of Guernsey) Rules 2008 are made under section 3(2) of the Immigration Act 1971 as extended to the Bailiwick and impose the requirement for leave to enter, define visa nationals (by reference to the UK Appendix) and non-visa nationals, require entry clearance of visa nationals, and set the visitor stay limit. The gov.gg ETA page reports the ETA policy created under that same control framework; it describes the rule, while the Rules create it.
The Guernsey Rules define visa nationals by reference to the UK visa-national Appendix, require every visa national to produce an entry clearance and refuse leave to enter without one, and cap a General Visitor's stay at 6 months; each issuer on this row appears on the UK Appendix list (I searched it for all of them), so they must arrange a visa in advance and may stay up to 6 months as a visitor.
