Закон України «Про правовий статус іноземців та осіб без громадянства» creates the obligation: foreigners and stateless persons enter Ukraine with a passport and a visa unless legislation or an international treaty provides otherwise (стаття 9). The visa-free grants are exceptions to this default.
The MFA list grants this issuer visa-free entry only only for holders of biometric documents; a holder not meeting that condition has no exemption and the Law's default visa requirement governs.
