FSM/RMI/USA Citizens visiting Palau do not need a visa. … RPPL 11-26 now exempts FSM/RMI/USA effective Nov. 02, 2022 to visit, work or reside in the Republic of Palau for the duration of their visit.

Title 13 §1002 imposes the entry-permit obligation ('No person, vessel or aircraft, unless specifically exempted by applicable law and regulations, shall enter the Republic without having been issued an appropriate entry permit'). The visa-waiver list, the flagged-country notice and the tourist-visa rule all operate as the exemptions and implementing regulations this statute contemplates.

The bureau's own list states these three nationalities need no visa, and the quoted law exempts them for the duration of their visit without any fixed day limit.
