Loi n° 97/012 du 10 janvier 1997 (modifiée et complétée par loi n° 2022/015) creates the obligation: Article 10(1)(a) requires every temporary visitor to present a passport carrying a Cameroonian entry visa obtained abroad, and Article 5(1) caps temporary stays at three months; Article 3 reserves ratified conventions (the CEMAC and bilateral free-movement texts). Décret n° 2023/147 (cited in fieldSources) implements the current online e-visa regime; the Presidency's CEMAC dossier and the embassy pages report who is exempt.
Loi 97/012 Art 10(1) requires every temporary visitor — the class ordinary tourists enter under — to present a passport carrying a Cameroonian entry visa obtained from a Cameroonian diplomatic or consular representation abroad, so any nationality not covered by a held visa-exemption list must arrange a visa before travel.
