Cabinet Resolution No. (65) of 2022 issuing the Executive Regulations of Federal Decree-Law No. (29) of 2021 on the Entry and Residence of Foreigners is the text that IMPOSES the requirement rather than reporting it: Article 2 says what 'shall be required' for a foreigner to enter — a valid Entry Visa or Residence Permit — and clause 6 is the sole source of relief from it, exempting only nationals of States named in a Cabinet resolution. Every other document cited here supplies a fact this instrument deliberately does not contain: which States the Cabinet has named, and how long the resulting stay runs.
The passage names Mexican passport holders and states the number: a 180-day stay on a multiple-entry visit visa. The Ministry's register separately records the United Mexican States as Visa Free, so nothing has to be arranged before travel; this document supplies the duration that the register does not state.
