The Foreigners' Residence Law (Royal Decree 16/95) is the statute that creates the obligation defining this regime: Article 5 forbids any foreigner from entering Oman without an entry visa, Article 4(3) exempts GCC citizens, and Article 8 delegates the designation of visa types and exemptions to the Inspector General of Police and Customs, whose office publishes the ROP visa-exemption lists and issued Decision 109/2026 amending the implementing regulation.
The Royal Oman Police, as the competent authority that designates visa-exempt nationalities, publishes this country list under 'countries that can be entered without a tourist visa'; the MFA page confirms the 14-day stay.
