This is the Government decision, adopted under the Law on Foreigners (its preamble invokes Arts 6(7), 8(5), 9(4.1) and 9(8) and 10(2),(7) of that Law), that establishes the entry-visa application and issuance procedure for the Republic of Armenia: who may obtain a visa at border crossing points (s.1.1), who must use the invitation procedure (s.5), and the e-visa system (s.9). It is the instrument that imposes the operative visa-obtaining rules; the MFA pages describe and consolidate the entitlements it implements.
The MFA states that holders of all passports and travel documents not covered by a visa-free regime must obtain an entry visa before travel; the e-visa route applies because the invitation-only restriction was repealed, so these nationalities use the E-VISA system.

Visa-free, 180 days
Exemption applies only if the traveller holds a valid residence permit issued by the United States, an EU member state, a Schengen-area state, the UAE, Bahrain, Qatar, Saudi Arabia, Kuwait or Oman, valid for at least six months from the date of entry into Armenia, presented as a physical card or passport sticker in Latin script.
For issuers also on the border-visa list (row-voa), two durations stack: the unconditional border visa (up to 120 days) and the temporary residence-permit exemption (up to 180 days). The counter uses the more generous in-force entitlement: a holder who meets the residence-permit condition is entitled to 180 days, and every other holder is entitled to 120 days under the border visa.
