The Immigration Act 2020 is the statute of Samoa's Legislative Assembly that creates the entry obligation: s.7(1) provides that no non-citizen may enter or remain without a visa, and s.8 requires a non-citizen to apply for a visa before entering unless exempt. The ministry pages and bilateral agreements grant or describe exemptions under this Act; they report the position the Act creates.

The passage is the Macau–Samoa visa-waiver agreement's condition: citizens of both country/territory (Samoa and Macau) may enter, transit through or stay without a visa for 60 days, and the note restricts it to holders of a Macau Special Administrative Region passport.
