The Immigration Act 2020 is the statute of Samoa's Legislative Assembly that creates the entry obligation: s.7(1) provides that no non-citizen may enter or remain without a visa, and s.8 requires a non-citizen to apply for a visa before entering unless exempt. The ministry pages and bilateral agreements grant or describe exemptions under this Act; they report the position the Act creates.
