Government Decision No. 15/158 of 29 November 2013 creates the obligation: it exempts the states listed in Annex I from the visa regime (point 1) and requires a Kosovo visa of citizens of every other state (point 6), exercising the power the Law on Foreigners delegates to the Government.
Point 7 exempts holders of valid travel documents issued by Hong Kong and Macao from the Kosovo visa requirement; the general short-stay cap then applies.
