The arrêté du 22 juillet 2011 (as consolidated) is the instrument that imposes the visa requirement on foreigners entering New Caledonia (Article 1(b)) and grants the exemptions in Annex II; it is the text that creates the obligation rather than one that reports it.
The entries exempt holders of the Hong Kong SAR and Macao SAR passports, which are the documents those issuers issue.
