Loi n° 71-10 du 25 janvier 1971 is the statute the Paris consulate still cites as the legal basis for entry conditions; Article 2 creates the obligation that no foreigner is admitted to Senegal without an autorisation de séjour or d'établissement, and Article 1 defines 'étranger'. The visa categories published by Senegal's embassies and consulates implement this obligation.
The London embassy's Category B defines these issuers as able to obtain a visa on arrival at Dakar Blaise Diagne International airport without a prior application.
