The Ley de Migración y Extranjería (Decreto 208-2003) is the Honduran statute that creates the obligation: Article 20 authorises tourists to remain up to ninety days, Article 34(34) defines the visa as the permit to enter, and Article 77 requires the visa-category country list to be issued by Presidential Acuerdo. The CA-4 Manual implements that framework regionally.

Category B requires a consular visa and Category C a consulted visa, both obtained in advance; these nationalities are therefore not visa-exempt and must arrange a visa before travel.
