The Ley de Extranjería y Migración is the statute that creates Venezuela's entry regime: Article 6 defines the non-migrant (tourist) category with its 90-day stay, and Article 7 (full text also held) requires every foreigner to hold a valid passport with the corresponding visa or authorizing document — the obligation the MPPRE exemption list operates on.
The Gaceta Oficial 42.830 sumario records the joint resolution granting the benefit of the tourist-visa suppression to citizens of Kuwait holding ordinary passports who enter for recreation or health; the 90-day term of that suppression is in the immediately preceding clause (quoted in fieldSources).
