Title 13 §1002 imposes the entry-permit obligation ('No person, vessel or aircraft, unless specifically exempted by applicable law and regulations, shall enter the Republic without having been issued an appropriate entry permit'). The visa-waiver list, the flagged-country notice and the tourist-visa rule all operate as the exemptions and implementing regulations this statute contemplates.
The BCBP official public notice (effective 30 March 2026) requires nationals of these twelve flagged countries to undergo a pre-clearance process before travelling to Palau, so something must be arranged in advance; the notice's 30-day cap on the entry it grants is also quoted.
