A person who meets one or more of the criteria below needs entry clearance (a visa) in advance of travel to the UK for any purpose, unless they meet one of the exceptions set out in VN2.1 and VN2.2. (subject to VN 2.3.).

The Jersey Immigration Rules are laid down by the Minister for Home Affairs under the Immigration Acts as extended to Jersey by the Immigration (Jersey) Order 1993; they create the obligation to obtain entry clearance (a visa) before arrival for visa nationals and an ETA for ETA nationals. The UK appendices are incorporated by reference and supply the nationality lists; they describe who the Jersey rule reaches, they do not create the Jersey obligation.
The Jersey Rules VN(J)1.1(a) adopt 'the countries or territorial entities set out in the current version of the UK Immigration Rules in Appendix Visitor' as Jersey's visa-national list; this Home Office list is that enumeration, and every one of the 118 issuers on this row appears on it, so each needs entry clearance (a visa) before travel to Jersey.
