Закон України «Про правовий статус іноземців та осіб без громадянства» creates the obligation: foreigners and stateless persons enter Ukraine with a passport and a visa unless legislation or an international treaty provides otherwise (стаття 9). The visa-free grants are exceptions to this default.

The MFA list states Kyrgyzstan as 'безвізовий до 90 діб з дня перетину кордону' — visa-free for up to 90 days from the day of border crossing.
