Loi n° 02-03 creates the obligation: its article 3 requires every foreigner entering Morocco to hold a travel document 'assorti, le cas échéant, du visa exigible', and its article 9(2) fixes the maximum visitor stay at 90 days. The MFA consular list and the e-visa pages administer exemptions under this law.
The Moroccan foreign ministry's own announcement records the event that starts the entitlement: the visa-exemption agreement covering holders of national passports entered into force on 19 March 2025, so a Kazakh ordinary-passport holder is exempt from the entry visa that article 3 of loi n° 02-03 requires of every foreigner not exempted. 'Pasaportes nacionales' — national passports — is the agreement's term for the ordinary travel document; diplomatic and service passports are governed by the separate agreement of the same kind and are out of scope here. The announcement does not state the stay the agreement grants, so maxDays is left null and the term is recorded as a lead rather than taken from the Kazakh state news agency's report of it, which the document budget does not allow citing.
