Law No. 59/NA on Immigration and Foreigner Management of the Lao PDR creates the entry regime: Article 11 requires holders of ordinary passports of countries without a visa-exemption agreement to comply with visa application procedures before entering, and Article 19 creates the visa categories including the tourist visa and the visa-on-arrival unit. The MOFA list and eVisa portal implement that law; they do not create the obligation themselves.
The list title shows this is the Lao PDR list of countries with unilateral and bilateral visa exemption agreements; each country block shows the "Ordinary" passport category granted a "Stay Permit" of 30 days, which is the visa-free entitlement.
