Act 573 s.4(1) requires every person other than a citizen of Ghana entering Ghana to hold a valid visa unless exempted, and L.I. 1691 Reg 3(1)-(2) and Reg 21 define the exempted classes (ECOWAS nationals and citizens of countries with reciprocal visa-exemption agreements); the GIS Legal Handbook reproduces both instruments verbatim, so it is the document that creates the obligation rather than a description of it.
Act 573 s.4(1) makes a valid visa a condition of entry for every person other than a citizen of Ghana unless they are 'exempted from obtaining a visa'; each issuer on this row is absent from every exemption list we hold (the MFA 13 August 2026 visa-free table and the ECOWAS list), so the Act's visa requirement applies to them and they must arrange it in advance.
