The Ministry of Foreign Affairs of the Republic of Cyprus publishes the operative lists of third countries whose nationals require a visa for entry to Cyprus (Part A) and those exempt (Part B); these lists are what the border applies, and they implement EU Regulation 2018/1806, whose Article 3(1) creates the visa obligation and Article 4(1) the 90-day exemption, both directly applicable in Cyprus.
The Part B heading states the exemption from the visa obligation for the nationals of the third countries listed under it, and the row's issuers are precisely the unmarked states in that list (those without a footnote); the 90-day stay cap is supplied by the MFA's English list page.
