Law No. 2 of 2014 Article 2 creates the obligation that every person entering Syria must hold a passport bearing a Syrian-issued entry visa, and Article 7 authorises the Interior Minister to exempt anyone; Decision No. 128 of 2025 exercises that authority by fixing the visa fees and the fee-exempt nationalities.
The Wego guide states that holders of Israeli nationality are absolutely banned from entering or transiting Syrian territory (يُمنع حاملو الجنسية الإسرائيلية من الدخول أو العبور عبر الأراضي السورية منعاً باتاً), a class-wide entry bar; advance authorisation therefore cannot be arranged and entry is not available.
