Law 89/1960 on the Entry and Residence of Foreigners, as amended by Law 88/2005, Article 2 creates the obligation: no one may enter Egypt without a passport endorsed (visa'd) by the Ministry of Interior or an Egyptian mission, and Article 5 delegates to the Minister of Interior the power to exempt named nationalities. It is the instrument that creates the obligation; the ministry and consular pages administer and describe it.
The Embassy of Egypt in Washington lists these countries, and any holder of a travel document, as requiring pre-approval; the British-overseas, British-national, stateless and refugee document classes in this row are holders of travel documents covered by that entry, so each must obtain clearance before a visa is issued.

The e-visa portal FAQ is the live Ministry of Interior page (footer '2026 - Ministry of Interior - Arab Republic of Egypt'). The London consulate page states 'Updated 4 August 2024'. The Washington embassy page carries no update date. Law 89/1960 is the consolidated text as amended by Law 88/2005.
