Article 15.2 of the Migration Code creates the obligation — a foreigner entering Azerbaijan must obtain a visa — and 15.3 creates the only exemptions; the MFA's lists and the e-visa portal implement that delegation rather than create it.

The MFA's visa page lists Indonesia, Malaysia and Israel among the countries whose citizens are issued a single-entry 30-day electronic visa at Azerbaijan's international airports, so they may obtain the visa on arrival without arranging one in advance.
