Holders of ordinary Iraqi passports are exempted from tourist visas to Tunisia for a period of time not exceeding 15 days (once every 180 days) provided they show a prior and confirmed hotel reservation with a return ticket.

Article premier of Décret n° 68-198 du 22 juin 1968 creates the obligation itself — 'L'étranger ne peut entrer en Tunisie que s'il est porteur d'un passeport national ... et après avoir obtenu un visa de transit ou d'entrée' — and article 2 routes the exemption through visa-suppression conventions. The MFA table and embassy list only record which states the exemption reaches; the decree is the instrument that imposes the requirement.
TAP, the Tunisian state news agency, reports the exemption of ordinary Iraqi passports from tourist visas for a stay not exceeding 15 days once every 180 days, provided a prior and confirmed hotel reservation with a return ticket is shown.
