The Immigration Act 2006 (43 MIRC Ch.1) is the instrument that CREATES the obligation: section 112 makes a visa or exemption compulsory for every non-citizen entering the Republic, section 113 grants the statutory exemptions, and section 137 requires a visitor visa before arrival except for Cabinet-approved visa-on-arrival countries. The Regulations and the Division of Immigration's list implement that obligation.
The list is the Division of Immigration's exhaustive enumeration of countries entitled for visa exemption/waiver or visa on arrival; every issuer in this row appears in neither category, so each falls to the 'ALL OTHERS' residual, for which Regulation 7 of the Immigration Regulations 2009 requires a visa before entry.
