The Ley Orgánica de Movilidad Humana is the statute that creates the entry regime for Ecuador: Art. 123 imposes a valid visa as a condition of entry for the cases the law or the mobility authority establishes, Art. 66.6 makes the tourist visa a nationality-based requirement and grants the visa-free stay authorization at the border, and Art. 56 (now the 2025 substituted text) sets the tourist duration. The Cancillería list is only the enumeration that Art. 66.6 delegates to the authority; the obligation itself is created by the law.
The Cancillería's list states that nationals of these countries must present a visa to enter Ecuador; each of these issuers' names appears in the list, so each must arrange a tourist visa in advance.
