The Immigration Act (Chapter 191) creates the entry obligation: s.19 prohibits landing save with an Immigration Officer's leave, s.22 governs the grant and maximum duration of that leave (not exceeding eight months), and s.20 defines the free-movement categories. The MOFA designation lists and the government's Visa Requirements table operate against this statutory background.
The Ministry of Foreign Affairs designates these countries as requiring a Bahamian visa before entry; every issuer on this row is named in that designation list (South Sudan by the general requirement, none of the designation lists naming it).
