The Arrêté du 4 février 2015 relatif aux documents et visas exigés pour l'entrée des étrangers sur le territoire de Mayotte creates the obligation itself: article 1 requires a visa of every non-free-movement foreigner for whom annexe II requires one, and annexe II is the exhaustive list of exempt states. The DGF visa page names this arrêté as the instrument governing Mayotte, separate from the Schengen zone.
Article 1 applies the 90/180 visa-entry conditions only to foreigners not benefiting from free movement under Directive 2004/38/EC; article 3 dispenses free-movement beneficiaries from the visa. EU/EEA/CH nationals therefore enter Mayotte without a visa and are outside this instrument's day cap.
