Section 3 of the Migration Act 1978 creates the obligation: no person other than a citizen may enter Papua New Guinea without an entry permit unless the Minister exempts them under s.20. The ICA's VOA page and booklet describe exemptions granted under that power; the Act is the instrument that imposes the requirement.

The ICA's Visa on Arrival page opens by granting VOA 'to citizens of the following countries and territories' and then names each issuer in this row without any passport-type restriction.
