UU No. 6 Tahun 2011 on Immigration is the law whose Article 8(2) creates the obligation that every foreigner entering Indonesia hold a valid visa unless exempted; the BVK facility (Perpres 95/2024) and the VOA facility (Permenkumham 22/2023 as amended) are exemptions from that obligation.

UU 6/2011 defines Orang Asing (foreigner) as a person who is not an Indonesian citizen, and Article 8(2) imposes the visa requirement only on Orang Asing; Indonesian citizens entering their own country are therefore outside the foreigner entry-visa regime.
