This agreement allows all citizens of states that are contracting parties to the Schengen Agreement to stay without a visa for a maximum period of 90 days in any 180-day period.

Title 13 §1002 imposes the entry-permit obligation ('No person, vessel or aircraft, unless specifically exempted by applicable law and regulations, shall enter the Republic without having been issued an appropriate entry permit'). The visa-waiver list, the flagged-country notice and the tourist-visa rule all operate as the exemptions and implementing regulations this statute contemplates.

The bureau's visa-waiver list grants citizens of Schengen contracting parties a visa-free stay capped at 90 days per 180; the roster codes in this row are all contracting parties to the Schengen Agreement (the EU member states, which the EU-Palau treaty confirms excludes only the UK and Ireland, plus Iceland, Liechtenstein, Norway and Switzerland).
