Article 19 of the DPRK Entry and Exit Law imposes the obligation itself: it states that foreigners must obtain a visa through DPRK organs before entering or leaving, and it defines the only visa-free routes. This is the statute that creates the requirement, not a summary or description of it.
Article 19(1) obliges every foreigner to obtain a visa (사증) in advance through DPRK diplomatic, consular or entry-exit organs; Article 19(2) confines the only visa-free route to citizens of states with a bilateral visa-waiver agreement, and no ordinary-passport holder of any roster issuer is covered by such an agreement (the one documented agreement, with China, covers only diplomatic, service and official-ordinary passports). Therefore every ordinary travel document needs advance authorisation.
