3. Amendment of the Third Schedule to principal Act. The Third Schedule headed “Schengen Member States” to the principal Act is amended by inserting in alphabetical order the following countries– “Bulgaria Croatia Cyprus Romania.”.

The Immigration Act Cap 145 is the statute that creates the obligation: section 11 forbids aliens to enter without leave, section 5 and the Immigration (Visa) Regulations made under section 39 require the passport of a foreign national to bear a Grenadian visa unless the national is exempt, and the visa-exemption lists (the Third Schedule and the ministry's list) operate as exceptions to that baseline.
SRO 5 of 2017 adds Bulgaria, Croatia, Cyprus and Romania to the Third Schedule of 'Schengen Member States', which section 14A(1) of the Immigration Act (Act 16 of 2016) makes visa-free for up to ninety days in any hundred-and-eighty-day period.
