Disposición 002-2026 is the DGME's operative instrument that enumerates, nationality by nationality, who is exempt from the visa requirement (Category A) and who requires a Visa Consultada (Category C); it is the instrument that creates the current entry obligation for this regime, replacing the prior A/B/C assignment.
The Disposición's PRIMERO enumerates the nationalities that do not require a visa to enter Nicaragua (Libre Visado); Austria (item 9) and Filipinas (item 30) are in that enumeration, so they and every other issuer in this row walk in without arranging anything in advance.
