Law 89/1960 on the Entry and Residence of Foreigners, as amended by Law 88/2005, Article 2 creates the obligation: no one may enter Egypt without a passport endorsed (visa'd) by the Ministry of Interior or an Egyptian mission, and Article 5 delegates to the Minister of Interior the power to exempt named nationalities. It is the instrument that creates the obligation; the ministry and consular pages administer and describe it.

The embassy's visa-on-arrival section states that the airport emergency visa is available to applicants, with the only exclusions being holders on the pre-approval list and Bangladeshi nationals; every issuer in this row is on neither list, so each may obtain a visa on arrival without advance authorisation. The London consulate's page separately names the principal visa-on-arrival nationalities.
