The Directriz itself imposes the obligation on nationals of Groups 3 and 4 ('los que requerirán visa consular', 'los que requerirán visa restringida') and grants the visa-free entry of Groups 1 and 2; it is issued under Ley 8764 arts. 12, 13, 47, 48 and 51 and its CONSIDERANDO III quotes art. 7 of Decreto 36626-G establishing the four-group structure, which delegates exactly this nationality-by-nationality list to the DGME. It is not a description of the rule; it is the rule.

Honduras is in the visa-free SEGUNDO GRUPO (30 days), and the specific regulation adds that Hondurans aged 18 and over must present a police-record certificate at entry.
