Article 15 of the Exit and Entry Administration Law creates the obligation: foreigners entering China shall apply in advance to the visa authorities abroad for a visa unless exempt. Article 22 enumerates the four exemption grounds, under which the unilateral visa-free list and the mutual visa-exemption agreements are issued. The Law is therefore the instrument that imposes the requirement, while the lists implement its exemptions.
The register is the operative enumeration of China's mutual visa-exemption agreements; the 125 issuers on this row appear in neither this register's ordinary-passport entries nor the NIA unilateral list, so under Article 15 of the Exit and Entry Administration Law (the controlling instrument) they must obtain a visa in advance.
