Loi n° 71-10 du 25 janvier 1971 is the statute the Paris consulate still cites as the legal basis for entry conditions; Article 2 creates the obligation that no foreigner is admitted to Senegal without an autorisation de séjour or d'établissement, and Article 1 defines 'étranger'. The visa categories published by Senegal's embassies and consulates implement this obligation.

The Paris consulate's closing note places nationals of countries appearing on none of its lists, and persons with refugee status, under the same conditions as Category C (visa required with prior consultation).
